Nope. According to Serebii, the only way to get a Surfing Pikachu is to put 1499 pokemon in Pokemon Box to get a Surfing Pichu, then evolve it.

A. You have a Pikachu, not a Pichu.

Wait, Pikachu isnt it's first form. Pichu is. So that means you, Dragonmaster, start out with Pichu instead of Pikachu.

And no, i dont think Pichu should allow to use surf, as originally Pi(ka)chu doesnt know surf. The original way Pikachu learned surf was Pokemon Stadium sending it to Pokemon Yellow which was done because of the anime having Pikachu surfing.
